2. חובת שימוש בעגורני חוף למטעני פחם
על אף האמור בתקנה 1 יהא השימוש בעגורני החוף חובה לשם פריקת מטעני פחם, או טעינתם, מאניה או לאניה העוגנת על יד רציף בנמל, כל אימת שמצויים בו עגורנים.
