בלי לגרוע מהוראות סעיף 18(א), אין בהוראות כללים אלה, כשלעצמן, כדי להתיר למקורות לשנות את לחץ המים או את זמינות האספקה במערכת אספקה שהיתה קיימת לפני מועד תחילת הכללים.
