שופט בית משפט שלום המועמד לכהונה כשופט של בית משפט מחוזי, יופיע לפני ועדת המשנה לאחר שפורסמה ברשומות הודעה לפי סעיף 11ב בדבר מועמדותו ולפני שוועדת הבחירה התכנסה לדון במועמדות.
