14. הרכבת בית הדין
(א)הוגשה קובלנה לבית דין, תקבע נשיאות בית הדין את חברי בית הדין שידונו בה; הודעה על הרכב בית הדין תומצא לנקבל ולקובל.
(ב)חבר בית הדין שנכלל בהרכב ולא הופיע פעמיים לדיון באותה קובלנה, רשאית נשיאות בית הדין לבטל את מינויו לדון באותה קובלנה, ולמנות חבר בית דין אחר תחתיו.
