8. הודעה על אי־הגשה קובלנה
קובל שהוגשה לו תלונה או הגיע אליו מידע, והחליט שלא להגיש בעקבותיה קובלנה, יודיע על כך למתלונן ולנילון, בתוך זמן סביר, בהודעה מנומקת בכתב; בהודעתו למתלונן יציין הקובל כי למתלונן אפשרות לפנות לקובל נוסף.
