23. בחירת יושב ראש ועד מחוזי ללא קלפי או בקלפי
(א)אושרה מועמדותו של מועמד אחד לתפקיד יושב ראש ועד מחוזי, תכריז ועדת הבחירות לא יאוחר מהיום ה־10 לפני יום הבחירות על בחירתו של מועמד זה, כיושב ראש אותו ועד מחוזי.
(ב)אושרו מועמדותם של שני מועמדים או יותר לתפקיד יושב ראש ועד מחוזי, יקוימו הבחירות לתפקיד יושב ראש אותו ועד מחוזי בקלפי.
