כל ועד מחוזי ישמש ועדת בחירות במחוזו ויושב ראש הועד ישמש יושב ראש ועדת בחירות; ועדת בחירות תקבע במחוזה את סדרי הבחירות במידה ולא נקבעו בתקנות.
