16. עיכוב אנייה עד הסרת איום בלתי סביר לנזק בסביבה הימית
בוטלה תעודה לפי תקנה 15, ינקוט המנהל את הפעולות הדרושות כדי להבטיח שהאנייה לא תפליג עד אשר תוכל לצאת לים או לעזוב את הנמל למטרת יציאה אל המספנה הזמינה והקרובה ביותר, בלי שתהווה איום בלתי סביר לגרם נזק לסביבה הימית.
