12. ישיבה ראשונה של ועד רובע נבחר
ועד רובע נבחר יתכנס לישיבתו הראשונה, על פי הזמנת ראש העיריה, לא יאוחר מ־14 ימים מיום תחילת כהונתו; ראש העיריה ישב בראש הישיבה וינהל אותה עד אשר ייבחר ראש ועד הרובע כאמור בתקנה 13.
