11. תחילת כהונה ורציפותה
ועד הרובע יתחיל לכהן 14 ימים לאחר פרסום ההודעה בדבר תוצאות הבחירות בהתאם לקבוע בתקנה 10; כהונת ועד הרובע הקיים תימשך עד שיתחיל לכהן ועד רובע חדש.
