לא ימכור אדם ולא יקנה ריבה, לא יחזיק אותה למכירה, לא יציע אותה למכירה או לקניה, לא יקבלה לרשותו או לפיקוחו, לא יוציא אותה מרשותו או מפיקוחו, לא יוציא אותה משטח רשות מקומית ולא יעשה בה עסקא כל שהיא בלתי אם בהתאם להוראות בכתב מאת המפקח.
