4. צריכה חקלאית מורחבת באמצעות מפעלי קולחים
מנהל הרשות הממשלתית רשאי, לפי בקשה של צרכן, להתיר לספק קולחים לספק לצרכן צריכה חקלאית מורחבת, שהוא זכאי לה לפי סעיף 2, באמצעות מפעל השבת הקולחים, בתנאי שקבועים לגבי המים שיסופקו תעריפים לכמות שמעל לכמות המוקצית, השונים מן התעריפים הנקובים לכמות המוקצית.
