לכל מגדל תיקבע מכסה אישית לייצור ביצי מאכל לשיווק בשנת התכנון, שתהיה שווה למכסה האישית לייצור ביצי מאכל לשיווק שנקבעה לו לשנת התכנון הקודמת.
