הממונה על המחוז [במקור: מושל מחוז], מחוז לוד או כל אחד מבאי־כחו המוסמכים רשאי לבצע בתוך תחומי השטח המיוחד, כל עבודות הדרושות למניעת סחף, והוא רשאי לקיים עבודות כאלה.
