3. פיקוח על בעלי חיים מסויימים בתחומי האיזור המיוחד
כל בעל גמל, סוס, פרד, חמור, בהמה, כבש או עז, וכל ממונה עליהם, ימנע אותו בעל־חיים מלהיות, ושום אדם לא יגרום או יניח אותו בעל־חיים להיות, באיזור המיוחד, אלא־אם כן קשור אותו בעל־חיים בחבל, או נהוג במושכות או בקשר בטוח אחר, או סגור לבטח במקומו של בעליו או של האדם הממונה על בעל־החיים.
