5. איסור השמדת צמחיה ועיבוד חקלאי
תיקון: תש״ח
בזה אוסרים לכרות, לשבור, לשרוף או לסלק צמחיה כל־שהיא באיזור המיוחד בין שנזרעה או נטעה ובין שצמחה מעצמה, ולעבד קרקע כל־שהיא באיזור המיוחד, אלא־אם נתן סגן הממונה על מחוז ירושלים [במקור: סגן מושל מחוז ירושלים], או בא־כוחו המורשה, אישור בכתב על־כך, והם רשאים להגביל אותו אישור כדי חלקים מסויימים של האיזור המיוחד וכן רשאים הם להעניקו מתוך כפיפות לתנאים מיוחדים.
