3. הסדר העיבוד
אסור לעבד אדמה באזור המיוחד עיבוד כל שהוא, אלא בהתאם להוראותיו של מנהל המדור לשמירת הקרקע שבמשרד החקלאות (להלן – ”המנהל“) ובביצוע הפעולות המפורשות בהוראות אלה.
