3. נוהל אישור שידורים עם כתוביות
(א)המנהל הכללי, באישור הועד המנהל, יחליט אילו שידורים, בלוח השידורים בעברית ובערבית מבין השידורים החייבים בכתוביות לפי סעיף 2 ילווו בכתוביות מסך ואילו שידורים ילווו בכתוביות בשיטת טלטקסט; לוח השידורים יובא כאמור לאישור הועד המנהל בסמוך למועד אישור המערכת העונתית של השידורים בידי מליאת הרשות.
(ב)בהחלטתו כאמור יביא המנהל הכללי בחשבון את היכולת הטכנית לתרגם את התכניות וישקול גם את מידת הענין והגיוון בתכניות.
