13. דרך פעולת הועדה
(א)הועדה רשאית להחליט כי צוות עובדי הציבור יעיין בפרסום מסויים ויתן חוות־דעתו לועדה; החליטה הועדה כאמור, ימנה יושב־ראש הועדה את חברי הצוות.
(ב)במידה שסדרי עבודתה של הועדה לא נקבעו בכללים אלה, תקבע אותם הועדה.
(ג)ועדת השרים תכריע ברוב דעות חבריה.
