17. מנין חוקי
(א)מנין חוקי בישיבות הועדה המקצועית הוא מחצית מספר חבריה.
(ב)החלטות הועדה יתקבלו ברוב דעות; היו הדעות שקולות, יכריע קולו של יושב ראש הועדה.
