5. בעל מיתקן ויסות
נציב המים רשאי להורות למחזיק לפעול לשינוי רום פני המים, בגבולות המפלס המותר, ולהציבם ברום שיקבע, ורשאי הוא לאסור על מחזיק ביצוע שינוי כאמור בתקנה 4.
