7. הרכב המועצה
(א)המועצה תהיה של לא פחות מעשרה ולא יותר מחמישה עשר חברים.
(ב)שר הסעד ימנה למועצה, מבין חבריה, יושב ראש וסגן יושב ראש.
(ג)הממונה רשאי להשתתף בישיבות המועצה בזכות דעה מייעצת.
