3. כשירות
סעיף 26(1) לפקודת התעבורה קובע כי עובר למינוי של מועמד תיתן ועדת הבחירה את דעתה להתאמת ידיעותיו בעניני תעבורה לצורך השפיטה בעניני תעבורה; ועדת הבחירה תבחן גם יתר תכונותיו של המועמד כדי לעמוד על כך אם הן מכשירות אותו להיות שופט.
