קבע מפקד כוחות צה״ל באזור כי ישוב יהיה למועצה מקומית וערב קביעתו היה הישוב האמור חלק ממועצה אזורית כאמור בצו בדבר ניהול מועצות אזוריות (יהודה והשומרון) (מס׳ 783), התשל״ט–1979, רשאי מפקד כוחות צה״ל באזור לקבוע את הוראות המעבר הדרושות לדעתו כדי להבטיח את רציפותו של השלטון המקומי באותו ישוב.
