סכום הכנסה חדשית המספיק למחייתו של אדם והתלויים בו, הוא סך כל ההכנסות שיש לו ולתלויים בו והוא אינו פחות מסך־כל המשכורת המשתלמת לעובד המדינה שדרגת משכורתו היא ”י״ד“ של הדירוג האחיד ושהרכב משפחתו כהרכב משפחתו של מקבל ההכנסה.
