1. הקמת מועצה והרכבה
תיקון: תשי״ד
(א)תוקם מועצה לצרכי סעיף 9(ב) לחוק שתורכב מאנשים אלה:
(1)חבר שיתמנה על ידי המנהל הכללי של משרד הסעד;
(2)רופא פסיכיאטר שיתמנה על ידי מנהל אגף כוח אדם במשרד הבטחון;
(3)חבר שיתמנה על ידי מנהל אגף כוח אדם במשרד הבטחון מתוך המועמדים שיוצעו על ידי ארגונים או מוסדות ציבוריים המטפלים בחינוך ילדים ללא הורים ואשר ייקבעו על ידי משרד החינוך והתרבות.
(ב)חבר שנתמנה על ידי מנהל אגף כוח אדם במשרד הבטחון יכהן כיושב ראש המועצה.
