2. חובת רשיון לעיסוק או היתר חד פעמי
תיקון: תשמ״ה
(א)לא יעסוק אדם ביהלומים, לא ייצר, לא יסחור, לא ייבא ולא ייצא יהלומים, לא יחזיק בהם, לא ישתמש בהם ולא ירשה לאחר להשתמש בהם, לא יעביר את הבעלות או את החזקה בהם, ולא יקבל בשום דרך מדרכי ההעברה את הבעלות או את החזקה בהם, אלא לפי רשיון בכתב מאת המפקח ובהתאם לתנאי הרשיון או לפי היתר מיוחד בכתב וחד פעמי מאת המפקח.
