1. איסור משלוח מסירה והובלה
לא תישלח בדואר מישראל לכל מקום שמחוץ לישראל חבילת דואר שיש בה ידיעה הפוגעת בבטחון המדינה או העלולה לפגוע בו ולא תימסר בישראל חבילת דואר כאמור שהתקבלה מחוץ לישראל וכן לא יישלח מישראל ולא יובל לישראל, גם בכל דרך אחרת, מסמך או כל חפץ אחר, שיש בו ידיעה כאמור; לענין זה, ”חבילת דואר“ – כמשמעותה בסעיף 86 לתקנות ההגנה.
