11. העברת רשיון
(א)לא יעביר אדם רשיון לאחר אלא באישור בכתב מאת המפקח.
(ב)לא יעביר אדם לאחר בכל דרך מדרכי ההעברה את הבעלות או את החזקה ברכב שניתן לגביו רשיון לפי הוראות צו זה, למעט העברת חזקה ברכב השכרה, אלא באישור בכתב מאת המפקח.
