19. ערר של חברי ועדת משנה
(א)שניים מחברי ועדת משנה שמונו לפי סעיף 18(א)(1) רשאים לערור לפני מליאת המועצה על כל החלטה של הוועדה שהתקבלה בניגוד לדעתם.
(ב)הערר יוגש ליושב ראש המועצה, ובהעדרו לממלא מקומו, תוך ארבעים ושמונה שעות מעת קבלת ההחלטה, והוא יעכב את ביצוע ההחלטה עד להכרעתה של מליאת המועצה.
