21. תוקף החלטות
קיום המועצה, סמכויותיה ותוקף החלטותיה לא ייפגעו מחמת שנתפנה מקומו של חבר המועצה, או מחמת ליקוי במינויו או בהמשך כהונתו, ובלבד שמספר חברי המועצה לא פחת משני שלישים.
