ראה השר כי יש בכך צורך, רשאי הוא, בהסכמת שר האוצר ולאחר התייעצות עם המועצה, לדחות, לא יאוחר מיום כ״ה באדר א׳ התשע״א (1 במרס 2011), בצו, את מועד המעבר, למועד שלא יהיה מאוחר מיום כ״ט בטבת התשע״ד (1 בינואר 2014).
