4. פיתוח ירושלים
(א)הממשלה תשקוד על פיתוחה ושגשוגה של ירושלים ועל רווחת תושביה על־ידי הקצאת משאבים מיוחדים, לרבות מענק שנתי מיוחד לעיריית ירושלים (מענק הבירה) באישור ועדת הכספים של הכנסת.
(ב)לירושלים יינתנו עדיפויות מיוחדות בפעילויות של רשויות המדינה לפיתוחה של ירושלים בנושאי משק וכלכלה ובנושאים אחרים.
(ג)הממשלה תכונן גוף או גופים מיוחדים לביצוע סעיף זה.
