21ב. כללים ותנאים להיתר
תיקון: תשל״ב, תשנ״ה
(א)המועצה, לאחר התייעצות עם ועדת החינוך והתרבות של הכנסת, תקבע כללים למתן היתר למוסדות להשכלה גבוהה או לסוגים מהם; הכללים יפורסמו ברשומות.
פורסמו כללי המועצה להשכלה גבוהה (היתר לפתוח ולקיים מוסד להשכלה גבוהה), תשל״ג–1972.
(ב)המועצה רשאית להתנות מתן היתר בתנאים שהמוסד חייב למלאם בין קודם למתן ההיתר ובין לאחר שניתן לו ההיתר.
(ג)כללים ותנאים כאמור לא יגבילו חופש הדעה והמצפון.
