25ג. רשיון לפעולה של מוסד המבטיח תואר אקדמי פלוני
תיקון: תשנ״ח
לא יפתח אדם ולא יקיים מוסד המעניק או המבטיח להעניק תואר אקדמי פלוני (להלן – תואר) או המקיים לימודים המקנים בסיומם תואר או נקודות זכות לקראת תואר, ולא יפרסם דבר פתיחתו או קיומו של מוסד כאמור, אם המוסד לא הוכר לפי סעיף 9 או שלא ניתנה לו תעודת היתר לפי סעיף 21א, אלא אם כן ניתן למוסד רשיון מאת המועצה (להלן – רשיון).
