מוסד בישראל שסורבה בקשתו לרשיון או שבוטל הרשיון שניתן לו, רשאי כעבור שנה לחזור ולהביא לפני המועצה בקשה למתן רשיון, על יסוד ראיות שיביא כי העילות ששימשו לסירוב או לביטול אינן קיימות עוד.
