אין בתקנות או בחוקי עזר לפי סעיפים 9 עד 11ג כדי לגרוע מהסמכות לקבוע לפי סעיף 7 תנאים מיוחדים לעסק פלוני שיש בהם משום הטלת חיוב נוסף על החיובים שבתקנות או בחוקי העזר.
