לא הגישה רשות הרישוי לבית המשפט, תוך 30 יום מיום שנתפסו חפצי רוכל, כתב אישום נגד הרוכל על העבירה ששימשה עילה לתפיסה, תחזיר לרוכל את חפציו שתפסה.
