בכל חיקוק שבו נאמר כי למונחים ”שעשוע ציבורי“ או ”עינוג ציבורי“ תהא המשמעות שיש להם בפקודת השעשועים הציבוריים, 1935, תהא להם המשמעות שיש לעינוג ציבורי בסעיף 3.
