תיקון: תשס״ה־4
ועדה של חמישה, ובהם שלושה לפחות שאינם עובדי המדינה, תייעץ למנהל בענין השימוש בסמכות שהוענקה לו בפרק זה; הועדה תיבחר על ידי המנהל בשעת הצורך מתוך רשימה שתיערך על ידי שר האוצר בהודעה שפורסמה ברשומות.
