ההפקעה תהיה על פי פקודת הקרקעות (רכישה לצרכי ציבור), 1943, ולענין זה יהיו לשר כל הסמכויות והתפקידים של שר האוצר לפי הפקודה האמורה, בשינויים המחוייבים לפי הענין.
