4. תנאי כשירות לקבלת רשיון
לא יינתן רשיון אלא אם הוכיח המבקש, להנחת דעתו של השר, כי יש לו ידע מספיק בענינים אלה:
(1)חוק הזרעים, תשט״ז–1956, והתקנות על פיו;
(2)עונות הזריעה של זנים וגידולים;
(3)החסנת זרעים, שמירתם ושיטות שיווקם;
(4)בדיקת זרעים וסימונם.
