Moshe Bar Siman Tov, director-general of Israel's Health Ministry, has decided to leave the post, Ynet reported in a news alert. The announcement was also carried by N12 and News.co.il, which said he had informed Health Minister Haim Katz of his decision.

According to News.co.il, Bar Siman Tov will conclude his role in the coming weeks, after roughly 9 years in total as director-general spread across two terms. Both News.co.il and N12 reported that he is expected to take up a position as a research fellow at Columbia University in New York.

What a ministry director-general does

In Israel's system of government, each ministry is headed politically by a minister, who is usually a member of the governing coalition. The director-general is the ministry's most senior official below the minister and is responsible for running its day-to-day work, carrying out policy and managing its professional staff. In the Health Ministry, that means overseeing a system that includes public hospitals, public health services and the national response to health emergencies.

Because ministers change with governments, a director-general can provide continuity. Bar Siman Tov's two terms in the role meant he worked across more than one political leadership of the ministry, and News.co.il described his cumulative tenure as about 9 years.

Two national emergencies

Both N12 and News.co.il highlighted that Bar Siman Tov headed the health system during the coronavirus crisis and during the war Israel calls "Swords of Iron" (in Hebrew, Haravot Barzel). That is the official Israeli name for the war that followed the Hamas-led attack on southern Israel. For the Health Ministry, both periods placed sustained pressure on hospitals, emergency services and public health planning.

During the pandemic, the ministry's director-general was among the most publicly visible officials in the country, as health authorities set and explained restrictions and vaccination policy. During the war, the health system has had to absorb casualties and treat both physical injuries and psychological trauma among civilians and soldiers.

The move to Columbia

N12 correspondent Avivit Misnikov reported that Bar Siman Tov will join Columbia University as a research fellow in the coming months, where he is to study how health systems cope with national trauma. The subject draws directly on the two crises he managed in office.

News.co.il said only that he is expected to join Columbia later on, without giving a timeframe for that move. The two reports are not in conflict on substance: News.co.il placed his departure from the ministry in the coming weeks, while N12 placed the start of his fellowship in the coming months.

The minister's response

Health Minister Haim Katz thanked Bar Siman Tov, according to both outlets. N12 quoted the minister as saying he values the director-general's "significant contribution" to Israel's health system. News.co.il reported that Katz thanked him for what he had given to the health system and to public health over his years of service.

The initial alerts from Ynet and N12 framed the decision as one coming after years in the role, and N12 described it as Bar Siman Tov's own decision to end his tenure.

What the reports do not say

None of the reports gives a reason for the decision beyond the move to Columbia, and none names a successor or says who will run the ministry on an interim basis. No exact final day in office has been reported; the timing is described only as the coming weeks. The full text of any statement from the minister or from Bar Siman Tov himself has not been published in the material available.

How we checked this

The decision was reported by Ynet, N12 and News.co.il. The roughly 9-year tenure figure comes from News.co.il alone, and the research topic on national trauma was reported only by N12; no successor or reason has been reported.
