Syria says it stopped a Hezbollah cell plotting to bomb the Homs refinery

Syrian internal security forces say a cell arrested on Sunday belonged to Hezbollah and was carrying explosives meant for the oil refinery in Homs.

Syrian authorities say they thwarted an attack by the Lebanese group Hezbollah on the oil refinery in the city of Homs. Ynet reported in a brief alert that Syria had announced the foiling of a Hezbollah terror operation targeting the facility.

According to News.co.il, Syria's internal security forces said that a cell detained on Sunday on suspicion of planning the attack is affiliated with Hezbollah. The announcement, as described by News.co.il, said the members were caught before they could carry out their plan, and that explosive devices and other equipment intended for the attack were found in their possession. Syrian authorities are continuing to investigate, the outlet reported, in an effort to identify anyone else involved and to establish how extensive the network operating in the area was.

What Syria is alleging

The claim, as relayed by both Israeli outlets, rests on a statement from Syria's internal security forces, the branch responsible for policing and domestic security inside the country. The reports describe the sequence in two steps: an arrest on Sunday of a group suspected of planning a bombing at the refinery, followed by a later announcement attributing that group to Hezbollah. Neither report quotes the Syrian statement directly, names the suspects, or says how many people were detained.

The reports also do not describe the explosives beyond calling them explosive devices, and refer only in general terms to additional means that were allegedly meant for the attack. Where Syria has given only a general description, this article does the same.

Homs and its refinery

Homs is one of Syria's largest cities, located in the west of the country, inland from the Mediterranean coast and not far from the border with Lebanon. Its refinery is a significant piece of Syrian energy infrastructure, which is why an attack there would have economic as well as security consequences for a country whose fuel supply has been strained for years. The reports do not say whether the refinery was operating normally at the time of the arrests or whether any security measures around it were changed afterwards.

Who Hezbollah is

Hezbollah is a Shiite Muslim political party and armed movement based in Lebanon, backed by Iran. Israel, the United States and a number of other countries designate it a terrorist organisation. During Syria's civil war, Hezbollah fighters fought alongside the forces of Bashar al-Assad, and the group used Syrian territory as a route for weapons and supplies coming from Iran.

That relationship changed with the fall of the Assad government. The authorities who now run Syria emerged from the armed opposition that Hezbollah fought against, and relations between Damascus and the Lebanese group have been hostile. Syrian security forces have in the past announced arrests and seizures that they linked to smuggling or militant activity along the Lebanese border. An accusation that Hezbollah planned to strike a major Syrian energy facility would mark a serious charge from Damascus against its former battlefield opponent.

Why Israeli outlets are following it

Israel has fought Hezbollah repeatedly, and its weakening in Syria has been closely watched in Israel as part of the broader contest with Iran and its allied groups across the region. Both reports here come from Israeli Hebrew-language news channels relaying the Syrian announcement; Ynet published a short alert pointing readers to a fuller report, while News.co.il carried more of the detail attributed to the Syrian security forces.

What the reports do not say

No response from Hezbollah to the Syrian accusation has been reported, and the reports cite no evidence beyond the Syrian statement itself that the cell was tied to the group. They do not identify the suspects, give their number or nationality, explain how the cell was discovered, or say whether the Lebanese government has been contacted. The results of the continuing Syrian investigation, including whether others will be arrested, have not been announced.

How we checked this

The announcement was reported by two Israeli outlets, Ynet and News.co.il, both relaying a Syrian statement. The details about the arrest, the explosives and the investigation come only from News.co.il's account of what Syria's internal security forces said, and the Hezbollah link is Syria's claim.
