He studied architecture at the Technion. He served in the IDF during the War of Independence, then returned to his studies and finished in 1951.
Early on he worked in the office of Arieh Sharon and partnered with Shimon Povsner and later Amnon Alexandroni. With Povsner he won the competition for Kings of Israel Square, now Rabin Square, in 1952. In 1965 he founded his own firm, later known as Yaski Mor Sivan Architects, which designed towers in Tel Aviv such as the Opera Tower and the Tzameret Towers.
He was a member of the Tel Aviv city council from 1979 to 1983 and headed the Association of Engineers and Architects from 1987 to 1993. He taught at the Technion from 1987 to 1991 and headed the school of architecture at Tel Aviv University from 1994 to 1998.
