Elyahu Livman was born in 1970

Libman was born in 1970 to Rabbi Menachem and Rachel Libman, among the founders of the Jewish settlement in Hebron. He grew up in Kiryat Arba and in Beit Hadassah, where as a child he witnessed the Beit Hadassah attack. At 15 he began volunteering with Magen David Adom.

In 1988 he joined the IDF through a Hesder program and served in the Golani Reconnaissance Unit. He completed the infantry officers' course and later reached the rank of lieutenant colonel.

From 1992 to 2018 he was security officer of the Jewish community in Hebron. In 2002 he took part in the battle on Worshippers' Way and helped IDF forces, and he received the Chief of Staff's Commendation from Moshe Ya'alon. In 2003 he used his vehicle to block gunfire and rescue a wounded officer, Nitzan Pelleg, from an ambush in Hebron.

In 2018 he was elected head of the Kiryat Arba council with 53% of the vote, defeating Malachi Levinger. In September 2023 he said he would not run again, and the elections were postponed to February 2024 because of the Iron Swords War. He later joined the Noam party list.

He is married to Avishag and has 8 children, and lives in Kiryat Arba. His son Elyakim, a security guard at the Nova festival, was first thought to be a hostage. On 3 May 2024 it became known that he had been killed on 7 October.
