Jacob Asher was born in 1965 in Ramat Gan

Asher was born on 2 July 1965 in Ramat Gan to Aharon and Tova Asher, and grew up there. He studied at yeshivas in Haifa and Ashdod and later at the Beit Yehuda Kollel in Bnei Brak. He served in the IDF for several months under the Shlav B program.

In 1990 he started working at the Bnei Brak municipality, and from 1992 he ran the mayor's office. In 2000 he ran for head of the new El'ad council, lost with 914 votes to 974, and served as deputy council head. In 2003 he returned to the Bnei Brak council, and in 2008 he was declared mayor without an election, since his list was the only one running.

He was elected to the Knesset in 2013 for United Torah Judaism. After missing a seat in 2015 he became Secretary General of Degel HaTorah, and he returned to the Knesset on 24 May 2016. He later chaired the party's faction, became Deputy Speaker in 2022, and chaired the Interior and Environment Committee in the 25th Knesset.

In July 2025 he left the coalition with the other Degel HaTorah members over the draft law. In September 2026 he replaced Moshe Gafni as chairman of Degel HaTorah and head of United Torah Judaism. He is married to Miriam Asher, has 7 children and lives in Bnei Brak.
