Sarah Doron was born in Kaunas, Lithuania, to Genia and Shlomo Sandler, a building contractor. She came to the Land of Israel with her family in 1933, and they settled in Tel Aviv. She studied at the Herzliya Gymnasium.

Her public work began as head of the Tel Aviv parents' committee. In 1961 she headed the General Zionists women's organization, and later led the women's organization of the Liberal Party. She joined the Tel Aviv city council in late 1967 and chaired its education committee.

She was elected to the Knesset for Likud in 1977 and served until 1992. On 5 July 1983 Menachem Begin appointed her Minister without Portfolio, and she stayed in the cabinet under Yitzhak Shamir. She initiated the equal employment opportunity law and took part in Israel's delegation to the 1991 Madrid Conference.

From 1988 she chaired Maccabi Healthcare Services as a volunteer, and led its preparation for the national health insurance law of 1995. A few months before her death she stepped down and was named honorary president. She was married to architect Aharon Doron and died in 2010.
