אין פוגעים בזכויות שלפי חוק־יסוד זה אלא בחוק ההולם את ערכיה של מדינת ישראל, שנועד לתכלית ראויה, ובמידה שאינה עולה על הנדרש או לפי חוק כאמור מכוח הסמכה מפורשת בו.
