1. מטרות
מטרות חוק זה הן:
(1)להגן על הסביבה החופית ואוצרות הטבע והמורשת שבה, לשקמם ולשמרם כמשאב בעל ערכים ייחודיים וכן למנוע ולצמצם במידת האפשר פגיעה בהם;
(2)לשמור את הסביבה החופית והחול החופי לתועלת ולהנאת הציבור, ולדורות הבאים;
(3)לקבוע עקרונות והגבלות לניהול, לפיתוח ולשימוש בני קיימא של הסביבה החופית.
